The $1.8 billion operating budget passed by the City Council will become law without Mayor Mufi Hannemann’s signature.

Hannemann said today he has serious concerns about the budget, but will allow it to become law in order to move forward and start addressing next year’s budget.

He said his main concern focused on a 13-cent hike in the real property tax rate, setting it at $3.42 per $1,000 of property value, with no tax credit for homeowners who actually live in their property.

Hannemann said he would have vetoed the tax rate if he had the legal authority to do so.

Instead, he said he plans to work with the Council to adopt a separate homeowner’s cIass for property tax rates next year.
